Chicago Sister Cities International is committed to promoting Chicago as a global city, developing international partnerships and networks, and sharing best practices on a city-to-city basis. Moscow and Chicago have been sister cities since 1997. In 2010, former Chicago Mayor Richard M. Daley appointed Aleksandra Efimova as chair of the Moscow Committee.

The U.S.-Russia Chamber of Commerce (USRCC), a 501 (c)(6) nonprofit organization, was established in 2009 to promote business between Russia and the United States of America. In 2014, USRCC launched a Chicago chapter, appointing Aleksandra Efimova as vice president for the Midwest region.

In an effort to reach out and better serve Illinois constituents from all backgrounds and walks of life, U.S. Senator Mark Kirk (R-Ill.) formed the Eastern European Advisory Board to address concerns of Eastern European constituents, small business owners and community leaders. The board includes Russian, Armenian, Lithuanian, Latvian,Estonian, Ukrainian, Czech and Hungarian business and community leaders. Senator Kirk appointed Aleksandra Efimova as chair in 2011.
